Do you have the "original fuselage" or the "new fuselage"??
If there is no hole at the bottom of the rudder/tail you have the original fuselage. The original fuselages do not have an access hole to the rudders control shaft. Because of this it is suggested to purchase a "Wing Tip/Tail Skid" from Du-Bro to protect the tail or you can purchase the water rudder "HZ3821" from Horizon Hobby and then follow the instructions from the floats manual. Google "HBZ3811 floats manual" and go to page #6 to see the process of adding access to the rudder control.
